By datamining a demo disk of Mario Kart: Double Dash, an icon of Donkey Kong Jr. can be found. This, added to the fact that Diddy Kong's filename is "dk_jr", suggests that Donkey Kong Jr was originally meant to be playable, before being replaced by Diddy.
